George gives young a solid start with Vines

PROPERTY is what built George Hazelden, and he is hoping his new development of the Vines in Heritage Park will do the same for other young people.

To put property into the hands of the young, George has, through negotiations with developers M5, Perm, Absa Bank and the Somerset Park Business Trust, put together a package that will cost no more in payments than what many pay in monthly rent.

George says 31 houses have already been sold in the Vines’ first phase of 53 units. Under this phase, two-bedroomed double storey homes of 70 m² are sold at 178 000 and three-bedroomed homes of 83m² at R197 750. The prices include all registration costs, fees and VAT. With the 100 percent loan the banks will give to approved buyers, repayments on the two-bedroomed homes will be R2 150 per month and R2 379 per month for the three-bedroomed homes.

George says he had been planning and negotiating the development for over nine months. As a trustee of Heritage Park, he was able to supply the land for the development on very favourable terms on the condition that the savings be passed on to buyers.

The homes offer top quality finishes, including external cavity walls, concrete roof tiles from Coverland, concrete floors on upper storeys, ceramic floor tiles on the entire ground floor and bathroom, a quality range of Alpi taps from Isca, kitchen and bedroom cupboards from CT Cupboards, and Belgotex carpeting from the Timbavati and Etosha range for the stairs and bedrooms.

Electrified perimeter
The security is unique in that an electrified perimeter is monitored from the security office in the commercial section, Somerset West Business Park.

“If someone tries to cut through the wire, they not only get a hefty electric shock, but it is also recorded on the monitor and a guard is immediately dispatched,” George says.

The Vines will form one of the suburbs of Heritage Park. George is passionate about putting property into the hands of the young.

“In 1966 in the UK I purchased my first house - a small house by my standards. However, the home changed my whole life because I used it to borrow money for my business and also to purchase other property,” says George.

The Somerset West Business Park Trust had reason to celebrate on April 18 as, on that date last week, three of its developments were approved by the Helderberg Council’s Urban Planning Committee.

One of the approvals was for “The Vines”, Heritage Park’s first residential development, comprising 140 two- and three-bedroom town houses in an enclosed security village. The second project comprises the first stage of a unique retirement estate, Heritage Manor.

Victorian style
The Victorian-styled double storey homes in The Vines have been designed for first-time home buyers and people who are down-sizing, says George Hazelden.

The prices will range between R178 000 and R197 00, inclusive of fees and transfer duty. It boils down to a bond repayment of R2 150 or a two-bedroom home, which is less than what people would be paying in rent for the same type of accommodation.

Different angle
George said this week that the approval of the project was the culmination of months of negotiations and planning. He had approached the development from a very different angle.

“The normal way of planning would mean that all the professionals plan the site and buildings to be constructed and then obtain quotes from the builders.

“The problem with this is that, at the end, the cost of the homes is too expensive for the market,” says George.

For this particular development, he got all the role-players together and told them he had to provide a two-bedroom home for R178 000 and a three bedroom home for R197 750, the price being all inclusive. If this could not be achieved, he said, the development would not go ahead.

“By this method, every role-player had to sharpen his pencil to get to work, including Somerset West Business Park Trust, the owners of the land, who assisted in land price and method of payment. I am delighted that we can offer such fantastic value for money to the public,” says George.

Levies for new retirement estate will be fixed for life

Retirement village: The first phase of the Heritage Manor retirement estate will comprise 63 units and a fully-equipped Frail Care Centre. Levies and rates in the Centre will be fixed for life. Heritage Manor is a new concept in retirement estates.

The first phase will comprise 63 one- and two-bedroom semi-detached cottages in face brick with white powder coated aluminium windows and red roof tiles, designed for minimum maintenance.

These units will be built by Murray and Roberts, who have successfully constructed similar estates, and will be developed by Manor Enterprises, who specialise in developing and managing retirement villages.

They are aware of the concerns of senior citizens, the first being “Will I outlive my income?”

The group has addressed this very obvious concern by not only making the right cottage affordable, but also by fixing the monthly levy for the life of the owner. “There is therefore no need to worry about the cost of the levy rising beyond the means of the retired person’s ability to pay for it,” says George Hazelden.

The second most prominent concern is health care. Manor Enterprises will be providing a fully equipped Health Care Centre (frail care), also at a fixed for life monthly rate. In this way, retired persons are assured of affordable, adequate health care in the event of them being unable to care for themselves.

Levies will be R350 per month for the first year, and by year four will have been increased to R650 at which time it will be fixed for life.

In addition, the Frailcare levies will be fixed at the very affordable price of R1 950 plus VAT for life.

Security takes pedestal

Security is uppermost in the minds of the Somerset Park Business Trust, developers of Heritage Park in Somerset West, and large sums of money and a great deal of time and effort have been ploughed into this aspect of the development.

“Security has become of prime importance when looking at fixed property. Today it’s no longer just about position, position, position, but, with the high crime rate, it has become important to site one’s business in a secure position too,” says developer George Hazelden.

He says the Somerset West Business Park, which is incorporated in Heritage Park, is now going ahead with securing phase II of its commercial, retail and light industrial land.

“Business owners in this section feel that working in this secure and clean environment has substantially lowered their stress levels as well as improved their financial situation.”

The first phase was secured in December l998, and thus far no instances of theft or vandalism have occurred. The fencing used in the Business Park development incorporates 35 000 volts of computer-monitored security.

Phase II security will include the same monitored, electrified fence plus a security boom and roaming guards, who will man the boom from 18:00 to 06:00, Mondays to Fridays, and over weekends from 13:00 on Saturdays to Mondays at 06:00.

The International School on the west side of Heritage Park now also boasts an electrified fence.

Knightsbridge conquers shaky start

Knightsbridge Gardens on the Parel Vallei Road in Somerset West is now officially sold out despite its slightly rocky start, Westminster Trust trustees George Hazelden, David Patterson and Peter Mills have announced.

George has thanked Norman for having achieved a “remarkable combination of individual houses”.

George Hazelden says the land belonged to a dentist in Windhoek, Dr Okert Maritz, and he tried for several years to persuade him to develop the land.

In January 1995, George flew up to Windhoek and spent several days persuading Dr Maritz to enter into a joint development. He finally agreed to allow George to do the planning, saying he would make his final decision on whether to go ahead with the development once approval of the planning had been obtained.

“When we submitted our plans, we were surprised to find that we had 22 people objecting to our proposal. It then took me eight months to renegotiate with the objectors and, finally, at the end of the year, we obtained approval for 25 units,” says George.

He then flew back to Windhoek, only to find that the dentist had decided that he did not want to take the risk of developing.

However, George finally negotiated an agreement to purchase the land and do the development himself.

Trust formed
“To enable me to do the development without funding from the bank, I decided to approach some of my friends to form a trust and put in the required capital to do the development,” he says.

They first completed all the services and laid out all the landscaping, including the pavements, on the outside of the development. This done, they built the first 13 houses. The second phase then began.

Unfortunately, this coincided with the huge rise in interest rates, slowing down the development.

The remaining properties were sold only once the property market started to recover in November last year.

The construction of the remaining homes is now well on its way and it is anticipated that all the houses should be completed by the end of the year. Incidentally, all of the 22 objectors are now more than happy with Knightsbridge Gardens and Dr Okert Maritz is very pleased at the enhancement of the land.

“I would like to congratulate Norman Fields, our architectural consultant. Each home is individually modified, and in all the three years of the development, I have never heard a word of complaint from Norman. The result is that he has achieved a remarkable combination of individual houses that complement the landscape,” George says.

Although the development is now sold, David Patterson has his own house, Number 16 Knightsbridge Gardens, that he would like to sell.
